New Orleans Police Chief Anne Kirkpatrick revealed that the city already had 700-pound barriers called “archers” before the January 1st attack. The barriers, however, were not used at all. Instead, police cars and other forms of barriers were put up in front of Bourbon street at Canal Street. This lack of a proper blockade created an avenue for vehicles to enter by jumping onto the sidewalk and driving around the so-called “barrier.” At least 15 people died and over 30 were injured after Shamsud-Din Jabbar drove a rented Ford F150 Lightning through a dense crowd of people on Bourbon. If the barriers that New Orleans already owned were put up on the sidewalk, the tragedy would have been prevented. When Kirkpatrick was asked about the barriers, she said that she didn’t know the city had them.
